About PayPal MCP Server (Agent Toolkit)

PayPal's MCP integration provides local and hosted ways for merchants to connect AI clients to PayPal catalog, dispute, invoice, payment, reporting, shipment, and subscription tools. The hosted server also documents gift-card search and checkout tools.

What you can use it for

  • Inspect and manage PayPal catalog products
  • Review disputes and invoice status
  • Create, send, remind, or cancel invoices
  • Create and capture orders or issue refunds
  • Review merchant insights and transactions
  • Create or update shipment tracking
  • Create, inspect, update, or cancel subscriptions
  • On the remote server with commerce flag enabled, discover and purchase PayPal gift cards
Connection and setup
Hosting
Local and remote hosted
Transport
Local stdio; remote SSE and Streamable HTTP
Endpoint
Local process; no hosted endpoint documented
Authentication
Local server uses a PayPal access token via PAYPAL_ACCESS_TOKEN and PAYPAL_ENVIRONMENT. Remote setup uses PayPal OAuth/login consent; PayPal also documents client-credential token authorization. Do not expose client secrets or access tokens in chat or committed configuration.

Requirements

  • PayPal merchant/developer account and access to the intended sandbox or production environment
  • For local installation, Node.js 18 or later and the @paypal/mcp package invoked through npx
  • For local mode, PayPal access token; use sandbox credentials for testing and production credentials only for live operations
  • For remote mode, MCP client with supported HTTP transport and browser access to complete PayPal login and consent

Setup steps

  1. For local mode, configure a stdio MCP server running `npx -y @paypal/mcp --tools=all` and provide PAYPAL_ACCESS_TOKEN and PAYPAL_ENVIRONMENT through a local secret manager or client environment configuration. Select SANDBOX for test credentials or PRODUCTION for live credentials.
  2. For remote mode, choose the matching environment endpoint. Configure an MCP client for either SSE at /sse or Streamable HTTP at /http; examples use npx mcp-remote.
  3. Save configuration and restart/reconnect the client. Complete PayPal login and authorize access when the browser consent flow opens.
  4. Verify with a read-only operation such as listing products or invoices. Avoid using a create, refund, capture, dispute acceptance, subscription or checkout tool as a connection test.
Tools 47

Current PayPal Agent Toolkit README lists 44 standard tool names. The remote commerce flow has three additional feature-gated tools (search_product, create_cart, checkout_cart) documented by PayPal’s maintained toolkit skill reference; they require x-feature-flags: commerce:true and are remote-only. The catalog records both sets distinctly in the descriptions.

Limitations and notes
  • The remote gift-card tools require the documented `x-feature-flags: commerce:true` header and are described as gift-card-only at the time checked.
  • Many tools can create or change financial records, issue refunds, capture payments, accept disputes, or complete purchases. Review parameters and obtain explicit confirmation before write or destructive calls.
  • Use sandbox endpoints and credentials for testing; production calls can have real financial effects.
  • PayPal warns remote MCP may have client-specific issues, including a noted Cursor issue on Windows.
  • No pricing or account-plan requirements were stated in the reviewed MCP documentation.
Source discrepancies
  • The queue label says ?Agent Toolkit,? while the first-party guide calls the actual integration the PayPal MCP server and separately describes PayPal's broader agent toolkit. The record is named for the MCP implementation and preserves Agent Toolkit as its source context. Local and remote modes are documented by PayPal as the same MCP product with different deployment/authentication paths.
